ok, thank you. The few Americans that I know with DTVs applied in adjacent countries to Thailand so I thought there might be complications or something.
They were already living in Thailand and decided to get a DTV while already in the region.

Laos invites for a standard interview and many other countries invite for interviews. It says you can apply but it doesn’t mean they can’t invite you to show original documents and balance in your bank application

Whilst the application is online some Embassies will require you to attend an interview before issuing the visa.

It's valid for all visa applications.
But that doesn't mean you can apply while being anywhere. You need to prove that you're in the country you're applying from, and can be called in for an interview if needed.
