Have a retirement visa and have left country and returned before 90 day check in. Do I still need to check in with immigration or does reentry count as check in?

TLDR : Answer Summary
If you leave Thailand and then return, you need to start counting the 90-day reporting requirement anew from your latest entry date. The previous check-in period does not carry over, meaning you are required to report your address and check in again based on the new arrival date. Some immigration offices may ask for a TM30 report depending on local policies.

Each departure and re-entry restarts the 90-day clock; your next check-in will be 90 days from your most recent date of arrival.

You may have to report your address on a TM30, this year it changed that if your returning to the same address you don't have to report, however, some offices still want you to report, check with them.

whether or not you need to file a new TM30 is immigration office dependent. Originally I didn't have to file one when returning from overseas, then I had to file one when returning from overseas, now I have to file one if I spend even 1 night in a hotel. Staff changes at the immigration office resulted in rule changes

No, your next 90-day report due is the 90th day counting from the latest entry date as day 1.

The system doesn't automatically update the due date according to your entry date; you need to calculate it yourself.

You may need to do the first 90-day report after new entry to Thailand in person, as most offices require, depending on your local office.
