TLDR : Answer Summary
The conversation discusses the recent changes regarding visa runs from Phuket. It highlights that individuals may need to be the managing director of their company to obtain a multi-entry Non-B visa from the Thai consulate in Penang, Malaysia. If one is not a director, they can only apply for 90-day single-entry Non-B visas. For those already holding a Work Permit along with a Non-Immigrant B visa, it is possible to apply for a one-year Extension of Stay in Phuket.

It's not really clear if you already have a multiple non b visa and just go Ranong every 3 month ?

if they got a year-long, multi-entry Non-B visa from Penang BEFORE the rules there changed they could use it just like normal and get 15 months of stay out of it (in 90 day increments).

No, they are saying that IF they're not listed as a managing director of the company they can't GET a year-long, multi-entry Non-B <- the kind that you bounce out and in on every 90 days for the whole year

All you can get in Penang now is a 90 day single entry Non-B, meaning IF you can't get an in country extension you would need to go BUY a new Non-B visa from Penang every 90 days

Okay, you're being told something IN Phuket that has nothing to do with whether you're in Phuket or not :O

The thai consulate in Penang Malaysia has a policy that you can no longer get a year-long, multi-entry Non-B visa UNLESS you're the managing director of the company.

IF you're not you can only get 90 day single entry Non-B's from them

You visit Immigration, ask the hand out, start making all the copies, if done go back and apply for a 1 year Extension of Stay. Immigration speaks English and in Phuket there are even foreign volunteers helping out. Take a look at this to get the idea, but as said on the bottom contact Immigration for the latest updates:
