I have the one year retirement visa. Am spending 6 weeks back in USA right now. I paid for multiple re-entries. When I return to Thailand, I know I need to get the TDAC. Do I need a TM 30?
Also if a friend or relative from USA visits me just for two weeks, do they need a TM 30?

A TM30 report is good for your entire extension of stay duration. You do not need to report again as long as you have a current report for that address. New address equals new report.
Given you say you have paid for a multiple re-entry permit I doubt very much you are on any visa. It's much more likely you are on an extension of stay based on retirement
no not really. You do need to have a non-immigrant visa to apply for an extension of stay based on retirement but the 2 are distinct. For example you could have been working in Thailand for years on a Non-B based extension of stay and when you stop working you can can change the reason for your extension of stay to retirement without you getting a Non-O visa based on being over 50
That depends on your immigration office. Most want a new TM30 when returning to Thailand, but some are fine without it if returning to the same address.
And legally your friend needs a TM30, but realistically unless they'll be going to immigration for something while they're staying with you, it's not necessary.
