Do I need a re-entry permit during the first 90 days of my Non-O Visa based on retirement in Thailand?

I received my Non-O Visa today based on retirement . Thanks everybody here especially Tod DANIELS for your hints and advice. I’ve seen on several postings that you don’t need re-entry permit during the first 90 days, but the officer told me, and it says on visa, that I DO need the REP.

If you're not leaving the country before you apply for your yearly extension (in about 2 more months) you don't need a re-entry permit.

A re-entry permit is only valid for the stamp you have in your passport now, (so if you got a re-entry permit it'd only be good until 11 Feb 2019). Then once you applied for your year extension you'd need to buy a new one that would be valid for the year your extension is valid for.

It doesn't say you NEED a re-entry permit during that first 90 days of the Non-O it says IF you are going to leave the country during this 90 days you need a re-entry permit.
