Am I correct in thinking that 400k in thai account and rental contract are not required initially when converting from tourist visa to non o based on having a thai child, and that these are only required when extending to one year?
Summary so far
The initial conversion from a tourist visa to a Non-O visa for parents of Thai children does not require 400,000 Baht in a Thai bank account or a rental contract. However, these will be needed when extending the visa to one year. Additionally, if a father is not legally married to the mother, he must provide legal custody or legitimization documents; otherwise, the application may be rejected.

Also: Fathers: A birth certificate is not enough if you are not legally married to the mother. You must show legal custody or an official legitimization of fatherhood document from a Thai court or the local district office (Amphur). Without this, immigration will reject the conversion.
You need to have the proof of funds and you need to have a rental contract/tm30 showing you live in the area served by the immigration office that you are using for the Non-O visa
You can go to a thai consulate in a nearby country and get that 90 day Non-O visa by showing proof of funds in your country though..
BUT
inside thailand you need to show proof of funds in a thai bank account in your name only to get that visa issued
ok. Are you sure about applying in near by country ? I think the rules are tightened around that , nationality or residence is required for country of application
You are mistaken, no issue at all applying for 'regular' visa (Non-B, Non-O, Non-ED) at a Thai consulate nearby. Only DTV requires residency in the country whose consulate you're using.
