TLDR : Answer Summary
You do not have to pay ฿1900 to transfer your visa from an old passport to a new one, as this process is free. However, it is important to note that Immigration cannot transfer the visa sticker itself; they can only transfer the 'admitted until' stamp. Therefore, you must keep your old passport with you whenever traveling until a new stamp or extension is issued.

they only transfer an “extension of stay” or entry stamp - but not the visa - you need to use both passports

unfortunately, Immigration cannot transfer a visa sticker from the old into the new passport. They only can transfer the "admitted until" stamp. You will have to keep your old passport with you until a new stamp or extension is given

Correct. I do that 2 times already. No problem. You must travel with you to passports. But now with borders closed, is not a big issue.
