I need to transfer Non-O visa to the new US passport. Is it true that now the immigration will no longer need the linkage letter to confirm the old US passport to be transferred to new one?

Totally true, there is no letter from the US embassy when you renew your passport asking immigrations to move your stamps and there hasn't been for almost a year now
In fact immigrations didn't believe this so the embassy wrote a letter saying they don't issue the letter ๐ฎ
