I'm trying to navigate the process for a non O and have contacted some agents and several are from Pattaya and I'm in Bangkok, and then I received message from one who says the paperwork must be done in province where one resides.

I'm at a hotel that's been here since 1952 but they dont seem to know about tm 30. Tried to navigate the immigration page but can't get past captcha.

I've done my previous extension myself in Chiang Mai.

TLDR : Answer Summary
The discussion centers around navigating the process for a Non-O visa in Thailand, particularly for those residing in Bangkok. The user is struggling with paperwork, specifically the TM 30 form, at their hotel, which lacks knowledge about it. They also received advice indicating that the visa applications must be processed in the province of residence. Suggestions from other users highlight the necessity of having a long-term lease and establishing a permanent address for visa purposes.

You need a "permanent" address for the Non-O, it can be a hotel but you must have an agreement with them that you are a long term resident.

If you mean non-O for retirement, you might need to show a 12-month lease. Check with your immigration office

You may need a 1 year lease in Jomtien
