TLDR : Answer Summary
DTV visa holders do not have to enter Thailand within 90 days after obtaining their visa, as indicated by the comments. However, it is suggested not to apply for a visa too early, as applying more than three months in advance may result in wasted months of validity.

“Do NOT apply for a visa earlier than 3 months before you will arrive in Thailand. (The best time to apply for a visa is approximatly 4 weeks before traveling.)”

This disclaimer is found on many Embassy visa section.

Furthermore some Embassies will process the application according to travel date, and not by date applied.
