IF your DTV is not approved (which is rare up there in Vientiane or Savannakhet) the only tourist visa you could get would be a single entry one.
There is no such thing as a double/triple entry tourist visa anymore. They stopped that when they came out with the 6 month METV <- multi-entry tourist visa back in 2015
In order to get the METV from either thai consulate in Lao you have to be a legal long term foreign resident there, not just a tourist.

I think If ur bank account have a real money more than 500kbaht u must have dtv in Laos.
