After receiving a Thai tourist visa , can you use it one month later. How soon you must enter country..? If I get now can I enter and it starts 5 weeks later.

Maybe. I tried to fly to Phnom phen spend a few days fly back around 10th august but got rejected. . Had done to many tourists visas and hops. I guess after near 3 months I might be ok but I fear another rejection . I'm not sure if I wanna take chance, all my resources stuck in Thailand . Getting rejected again and sent back to Kuala Lumpur would make things very tricky financially .

Yes, you can use it within 90 days. The time you're stamped in for will not be affected, that remains 60 days.
