TLDR : Answer Summary
After receiving a Thai tourist visa, you can enter Thailand at any time before the visa expires, which is 90 days from the date it was issued. Upon entry, you will receive a stamp that allows you to stay in Thailand for 60 days regardless of when within that 90-day period you enter.

Maybe. I tried to fly to Phnom phen spend a few days fly back around 10th august but got rejected. . Had done to many tourists visas and hops. I guess after near 3 months I might be ok but I fear another rejection . I'm not sure if I wanna take chance, all my resources stuck in Thailand . Getting rejected again and sent back to Kuala Lumpur would make things very tricky financially .
