TLDR : Answer Summary
If you apply for a 60-Day Tourist Visa (Single Entry), you have 90 days from the issuance date to enter Thailand. Upon your arrival in Thailand, you will receive a stamp allowing you to stay for 60 days.
90 DAY REPORTING RESOURCES / SERVICES
Use the trusted Thailand 90 Day Reporting Service to get your in-person report done and mailed to you for as low as 375 THB (even if the online system doesn't work for you).

I just removed a thread (sorry) to make this post more readable. Not all nationalities qualify for a 30 day visa exempt. If a person holds a passport from country where they do not qualify for a 30 day visa exempt, then they will have to get a single entry tourist visa.
See below for the 30 day visa exempt countries.
To preemptively answer questions:
- You can not get a 30 day extension of stay based on tourism from a Visa on Arrival or a Bilateral Agreement
- People holding passports from Bangladesh, India, Iran, Nepal, Nigeria, Pakistan, Sri Lanka, Togo, and Uganda can not get a 30 day extension of stay based on tourism.

Single Entry Tourist Visa is valid for 90days, as written on visa sticker /e-visa receipt. This means you have 90days to enter Thailand from the visa is issued.
You will be stamped for 60days upon entry.
