TLDR : Answer Summary
You can apply for a retirement visa in Thailand 30 to 45 days before your current visa expires, depending on the specific immigration office. In the case of the Burirum office, you need to apply up to 45 days before your visa runs out.

Depending on which office, between 30 and 45. All should accept it 30 days before.
