TLDR : Answer Summary
The initial query asks whether it is now possible to extend a retirement visa in Thailand up to three months in advance. Commenters express skepticism, noting that there haven't been any official policy changes regarding extension application periods, which remain at 45 days in major cities like Phuket and Bangkok, and 30 days in other areas. They emphasize caution, advising against trusting unofficial sources until the immigration office provides official information.

AT THIS TIME, there are NO policy changes in when you can apply for your yearly extension at your immigration office AND NO policy change as far as what documentation will be accepted if you're using income to meet the financials when the consulates stop issuing them.
it's a waiting game and what I wouldn't do is believe ANYONE until the immigration office comes out with something official.
And in which city was that or is that Nationwide. I did not read an change in the application period, So for me it still is 45 days at Phuket, Bangkok Chang Mai and 30 days at other offices.
