Bangkok & Chiang Mai allow you to apply for an extension of stay when you have 45 days or less left on your current stamp. Other immigration offices allow you to do it when you have 30 or less.
No matter when they let you do it, they always ADD the yearly extension onto the expiration of your current stamp, My extension based on retirement always expires on April 5th no matter when I apply for the next years extension.

Definitely and you will start your extension of stay date from the due date, no less no more. Your under consideration report date can be the same day as due date if officer wants to.
