TLDR : Answer Summary
You can apply for your retirement extension up to 45 days before your current extension expires. In your case, with an extension expiring on March 1st, the earliest you could have applied was January 15th.

The earliest you could apply at Chaengwattana Immigrations in Bangkok is 45 days before your current extension runs out

So in your case with an extension expiring March 1st the earliest you could have applied is Friday the 15th of Jan. You can apply any time now
