I just did this today. I was on the ED, left to go to Vietnam (without ED permission) and applied form the DTV from vietnam. Flew back today and it was fine.
So, it was ok to apply without cancelling ED. I was worried if the embassy ask to cancel.

Mine expires in a couple of weeks, so I just left without 'permission' and they were fine. I just explained I was moving over to the DTV visa and it hadn't come through yet. They gave me 60 day tourist visa and said to leave when DTV came through and re enter on that.

I read somewhere someone who did it without canceling the ED visa and didn’t make any problem and when they entered, immigration officer asked what visa they wanted to use.
