TLDR : Answer Summary
Yes, South African passport holders can apply for a Non-B visa in Cambodia, but it's important to note that if the applicant is not a resident of Cambodia, the application will require approval from the Ministry of Foreign Affairs of Thailand, which may take up to one month. For faster processing, it is advised to apply directly at a Thai Embassy or Consulate in their home or residence country.

Usually the thai consulates in Lao are where S/A passport holders go to get visas for thailand. It seems every place else is hella hard on S/A passport holders getting visas.
if you have the documentation from the company you're going to be working for the consulates in Savannakhet (which doesn't need an appointment and is walk up service) or Vientiane (after you make an online booking to turn in your application) are fine for S/A passport holders to apply at.
Yes, but be aware: If the applicant is not a resident in Cambodia, the application will be subject to approval from Ministry of Foreign Affairs of Thailand, which may take up to one month. Therefore, the applicant is advised to apply for a visa at the Thai Embassy or Consulate-General in their home/residence country or at the designated Thai Embassy for faster consideration times.
