I have a 3 month Non B visa, going to make the 1 year Non B visa in October. My passport is expiring. Thinking of going back to Indonesia to make my new passport and come back - will my Non B visa and reentry permit from the old passport still be valid, what additional steps do I need to do?

You can maintain your Non B visa and re-entry permit if you re-enter Thailand before the expiry of your 90-day stamp. When doing so, carry both your old and new passports to ensure proper entry. While your visa cannot be transferred to the new passport, you should have your new passport stamped with the same visa details as in your old passport. After entering Thailand on the new passport, you're eligible to apply for an extension based on your entry stamp.

No problem as long as you are back in Thailand before your current 90 day stamp's up with a re-entry permit. Bring and show both passports when you enter Thailand. When you enter Thailand with a new passport, make sure you are stamped into Thailand on your new passport with the same until-date and Non-immigrant type as the current stamp based on the visa stamp on your old passport. You cannot transfer your visa.

Once you are in Thailand on an entry stamp with a re-entry permit, you can apply for an extension from that stamp.

thanks for the advise, if I apply for and get my new passport in Thailand, can I transfer the visa? Or just apply for the 1 year extension with the new passport?

, in that case, you will apply for a new extension on your new passport using the stamps on your old passport. The visa and the first stamp from the visa cannot be transferred.
