Can my friend reapply for a 30-day extension in Bangkok after being under consideration in Surat Thani?

Asking for a friend of a friend. They went under consideration at a mobile office for suratthani and are now in bkk without closing the loop. If they go to surthani to close it at this point they are past the under consideration return date. Can they reapply in bkk for a 30 day extension? Is there some way to fix this?

When they do go get that 'loop closed' stamp they will get stamped in until the 30th of Nov, THEN when that's running out they can see about getting a 60 day extension after that..

they won't get ANY extension at any immigration office until they go back to the immigration office in Surat Thani (or Samui) and get that "loop closed"
