Can my friend extend his stay in Thailand upon arrival if his outbound flight is more than 30 days away?

My friend is coming to Thailand about 45 days. Can he get an extension when he arrives and how much is is? His outbound flight is more than 30 days. I know this is basic but I've always had a long term visa. Thanks.
