Can my friend extend his stay in Thailand with a border run after tourist visa and extension?

Hi all, I want to confirm if I'm right to advise a Danish friend of mine

He arrived with tourist visa 60 days and already did a 30 day extension.

Now he want to stay another 1 to 2 months.

He was advised to go to the Thai consulate in Vientiane to get a new visa, but I think he will be okay with just a border run and get stamped in on a 60 days visa exception.

Am I right?

I heard about this new thing about have to stay out some days, will this apply in this case?

that's only at 2 Laos borders currently. Chiang Saen and Chiang Khong. But no reports of having to stay in Laos from the border at Nong Khai.

There is no Thai consulate for your friend to go to. There wouldn't be a Thai consulate inside of Thailand, that makes no sense.

If your friend has already gotten the 30 day extension then they are out of options. The only thing they can do is leave Thailand. If they return without a visa then they will receive a new 60-day visa exempt stamp.
