TLDR : Answer Summary
Yes, you can submit your 90-day report from Koh Samui if you initially reported in Chiang Mai. After your first in-person report, subsequent reports can be easily done online from anywhere in Thailand between 15 days before and 7 days after the due date. You also have the option to report in person at any immigration office or by mail.

You just have to watch your dates. You can do it online from 15 days up until your due date.

If you’ve done a report in person once, then it’s super easy to do another one when it’s due online. Then it doesn’t matter where in Thailand you are.
