TLDR : Answer Summary
Your friend can complete the 90-day report while traveling in Chiang Mai. He has several options: he can submit the report by mail, do it online from anywhere in Thailand, or visit an immigration office in person between 15 days before and 7 days after the due date. To report by mail, he needs to send the required documents to the designated immigration office in Bangkok before the due date.

My advice: Submit it via mail. Your friend can do the 90 day report by mail NO LATER THEN 15 days before the due date for Bangkok. I *believe* you need the following:

1. A copy of the data ("picture") page of the passport

2. Copy of the last TM.6 card

3. A completed TM.47

4. A self addressed stamp envelop with a 10 THB stamp

Send it to the following address:

90 Days Report Section Immigration Division 1 ,

Immigration Bureau, Chalermprakiat Government Complex B Building

120 Moo 3 ,

Chaengwattana Rd., Soi 7,

Toongsonghong, Laksi,

Bangkok.

For all of you people in Bangkok who do the 90 day report by mail, is that correct?

No, it is not. If your friend is supposed to do the 90 day report in Chiang Mai, your friend needs to ask Chiang Mai immigration for the process.

He can do it by mail, 15 days before due date.

He can do it on line from where ever he is in Thailand, from 15 days before until due date.

He can do it in person from 15 days before due date till 7 days after at the Immigration Offive where his address is registered
