Can my friend apply for a new visa at the local immigration office if he is currently on overstay in Thailand?

asking advise for a friend. His non-B visa expired 31 December 2020. currently he is on overstay. Can he get a new visa at the local immigration office or does he need to leave the country?

Go to immigration ASAP...each day 500 Thai baht...max 20,000

Ask to apply for COVID 60 days extension....last day to apply for it is Friday January 29

And if he goes to airport to fly out

Same fine.
