Hello, I have a friend that overstayed. His visa was till 7th March 2022. He also wants to go back to Singapore. How should he proceed? Should he go pay the fine at CW or at the airport?

well your friend should just show up at the airport early with the 500 baht a day fine for overstay (which is 12 days today) and fly out.

They should not go to the immigration office because they're leaving the country. Just clear the overstay at the airport.

It goes without saying they should NOT get caught out by the police on anything WHILE they're still here and on overstay until they get to the airport.
