TLDR : Answer Summary
Yes, your friend can extend their tourist visa by 30 days the day after it expires without incurring any overstay fines. If their entry stamp expires on a day when the immigration office is closed, they can visit the office the next day it opens, and their extension will start from the day the original stamp ran out. They will receive an overstay stamp indicating that the fine is waived due to office closure.

He can indeed and will not even get charged for overstay,
If your entry stamp expires on a day the immigration office is closed (weekends or holidays) and you go the very next day they're open you can get your extension like normal
It will start from the day your stamp runs out and you will get an overstay stamp in your passport that says 'overstay xxx days fine waived due to closure' but no overstay fine.
normally you can still get the extension until you would only receive 10 days. So 20 days overstay with a visa exempt would be the cutoff. Obviously you'd still have to pay the โฟ500 per day and still get the overstay stamp in your passport.
if you apply for an extension while on overstay your extension still starts when your previous stamp ended so if you're one day overstay you would get 29 "extra" days because you already used one of the days. But if it's because the immigration office was closed there won't be a fine as long as they go the next day. Though there's really no reason to have ever let it get to that point since at most immigration offices you can apply for the extension the same day you arrive in Thailand.
