TLDR : Answer Summary
You can still travel to Thailand on your Non-B visa as long as you enter the country before July 25, 2023. The visa itself is not extendable, but if you enter before it expires, you will be stamped in for the duration allowed by your visa, typically 90 days. After entry, you may apply for an extension if you meet the necessary criteria.

If you have a non-b visa that is still valid when you enter Thailand you will be stamped in for the period of time the visa allows. I'd have thought 90 days and then you can extend inside Thailand if you meet the criteria

As long as you arrive in Thailand and go through passport control before the end of the day on July 25th you can use your existing visa. After that it's no longer valid.

A visa itself is not extendable. You can apply for an extension only on the entry stamp when you enter Thailand on that visa on or before the "valid until" date on your visa. You need to get a new one if you cannot enter Thailand within your current visa validity.

Unnecessary additional info.

And Indian nationals can enter Thailand only on VOA without pre-purchase visa. And VOA entry is not eligible to apply for in-country visas of any type. You most likely have to apply for a proper visa anyway.
