Good day, experienced business visa holders!

My NON-B visa expires in June, and my Work Permit expires in July. Is it possible in that case to go to Penang in June and get a 3-months NON-B visa?

TLDR : Answer Summary
The inquiry addresses the possibility of obtaining a new 3-month NON-B visa while the current NON-B visa expires in June, with discussion around options for visa application, including applying at a Thai Consulate or local Immigration Office for extensions or multiple entry visas.

Two options, you can visit a Thai Consulate to apply for a new Single Entry Non Immigrant B visa or if you are director named in company papers and work permit for the 1 year multiple entry Non Immigrant B visa at Kota Bharu. Or visit your local Immigration Office and apply for the 1 year Extension of Stay based on working inside Thailand. If you like to travel during that year, you need also the re-entry permit.

You can read the linked requirements from Penang Thai Consulate and KL Thai Embassy here, just check if your country is on the list and choose the correct options
