TLDR : Answer Summary
The 90-day report due date is affected by travel. If you return to Thailand on the exact day your report is due, your reporting period resets and will now be due 89 days from your arrival. You can report as early as 76 days after your last report, and some expats recommend doing the report early since it is quick and straightforward in places like Hua Hin. If you leave Thailand before the 90-day mark, you must report your departure, as there is no valid way to skip the required reporting.
You fly back to Thailand on day 90? So you left Thailand before day 90?
Or do you leave Thailand on day 90? In that case officially you should do 90 day report even when you leave.

IF you are flying to Thailand, your 90 day report date resets and will be due 89 days from your arrival date. Your day of arrival counts as Day #1.

You can ignore it if it's not the 91st day. But, you can also file the report from the 76th day. In my case, I'd just file on the 76th day as in my town (Hua Hin) it only takes 5 minutes to do it, no appointments needed, and they only ask for a TM-30 and that's it.

You will be fine there is a 7 day window generally
there is no 7 day window, there is a 21 day window, and that window is to report, not to skip reporting. You can report in person up to 7 days after the due date.
