I understand that the 90 day (report) notification must be made either no earlier than 15
days before or no later than 7 days after the 90 day period expires.
If one leaves Thailand, letยดs say 3 days after the end of the 90 day
period...and returns 4 weeks later to Thailand letting the 90 day period
restart from 0...is there then no need to make the notification before
the departure since it would be still within the 7 day period?

Now after I parroted the way it is supposed to be I will say, IF you go to leave without having done a 90 day report NOTHING will happen to you when you stamp out of thailand or when you stamp back in ๐ฎ those officers at passport control don't care in the least if you EVER filed a 90 day report or not, all they do is stamp you out and in
When you go for the next 90 day report (due 89 days from the date you stamp back in) there IS a small chance they see that you left AFTER your previous report was due and they could fine you, BUT the most that can ever be is 2000baht. So if they caught you left after a report was due they could fine you before they let you do the next report but it's a small chance
