I need to do my 90 day report by the 17th of June. I have a flight out of Thailand on the 23rd. My understanding is I get 1 week after the reported date to do it. Given I'm leaving one day before is it okay to not do it?

In theory you have to report but in reality you will be fine by not doing it and just leaving the country. They don't check this at the airport.

You must report being 90 days in Thailand. The fact that you’re allowed up to 7 days after to do so is irrelevant. If you don’t report you may be subject to a fine when you next interact with immigration.

The 90 days is 90 days. The weeks leeway is if you actually report. Currently there is no issue leaving or re-entering if you do not complete the 90 day report. However, it is a requirement for your visa and immigration always have this recorded. Some "O" Visa holders do not report and pay a fine once a year when renewing their visa. As the Thais say "Alai gadai" (Up to you).
