TLDR : Answer Summary
For a one-month stay in Phetchabun, you do not need a letter of residence. Instead, you only require a TM30, which must be filed by the house owner. If you own the house, you can register the TM30 online. If you are seeking a residence certificate, it must be obtained from the immigration office and a TM30 is required for that application.

You don't need any letter of residence. This is not a requirement to stay in your house.

The only thing you need is a TM30 that is filed by the house owner. If you are the house owner then you can register online and submit your own TM30.

If you're asking HOW to get a residence certificate, then that comes from the immigration office not from the amphur's office. And you'll need a TM30 in order to apply to get a residence certificate. Some offices mail them to you and it can take a couple weeks to get, so not much reason to get it if you're only staying for a month.
