Does my Venezuelan friend need to apply for a tourist visa to re-enter Thailand after being refused a Non-B visa?

I have a Venezuelan friend who has been refused his non b. The country isnt on the exepmt list or visa on arrival. Does thia mean he has to apply for a tourist visa to re enter thailand.
