TLDR : Answer Summary
Your Venezuelan friend, having been refused a Non-B visa, will need to apply for a tourist visa to re-enter Thailand, as his country is not on the exempt list or eligible for visa on arrival. It's noted that the requirements for dealing with immigration directly can be more strict compared to those at a consulate or embassy.

Yes but his company should help him, the requirements at Immigration are a lot more than at a Consulate or Embassy.
