I need help! Some question that make me curious if i have single entry non b visa applied and now i quit my work! So can i apply a single entry tr visa? Or i need to change a new passport to apply again? Please help me out im confusing now.... thanks in advance!

The non-b is not the issue it's the extensive SETV history that works against you. I have similar history. I had a non-b quit the job and now do SETV. But I go to consulates further away (HCMI, Seoul, etc). New passport may help. Going to to Yangon.
given the changes that have taken place at the thai consulate in Penang I would say you picked a difficult consulate to try for a single entry tourist visa at.
He is in Penang and need a visa to come back to Thailand, as we now know he can not apply for the Non Immigrant B visa, he has no papers of any company, and he has already 5 previous Tourist Visa in his passport. Only thing I can say try a new Tourist Visa, normally you get first the warning stamp before they actually deny the visa.
Not have to be in that order, application WP using method 3, with papers from Labor Office and company, visit a Consulate or Embassy, get the Non Immigrant B visa, on return pick up the work permit.
You're employer can even apply for the Work Permit if the employee is not inside Thailand, or inside Thailand on a Visa Exempt Entry, Tourist Visa or any other Visa using the Work Permit Application method 3.
