Hello Everyone.

My student visa is expiring on 4th Nov. I am getting enrolled in another University today and they will provide me with visa papers today. Is it possible to do my visa today or do I have to go back to my country and get visa there? 

I know few people who did the same procedure and had no problems but they said it totally depends on the immigration officer.

You would need to cancel your previous ED extension and then apply for a new one. You would need to check with your immigration office on if they will let you change to a different ED with a different school or not. They may require you to leave Thailand and apply outside the country. You may not have to return home, and could just go to a neighboring country like Laos or Cambodia.

It would make more sense to go to immigration as soon as possible and ask them your questions, as every immigration office will have different answers so you need to check with yours.
