There's a potential that the government would approve "bubble tourism" countries which would allow people from certain countries to be able to travel in and out Thailand for tourism purpose without 14 days quarantine. If it happens it could start in August. However, this is just what they're still discussing, no decree yet.
Apparently it would only apply for nationals of the bubbling countries.

At this moment in time no one knows what will happen on or before July 31st. We will all have to just wait and see what develops over the next few weeks. Maybe longer amnesty, maybe borders open up. Who knows. Sit tight and keep reading this site to see when the situation changes.
