TLDR : Answer Summary
Currently, most land borders in Thailand are open for visa runs, with the exception of Myanmar. Popular borders for visa runs include Mukdahan with Laos, though it is still uncertain if the previous limitations on the number of visa runs (two before facing difficulties) apply after the COVID-19 restrictions ended. Additionally, the Penang, Malaysia route remains a viable option for those seeking a visa run.
All regular borders except those with Myanmar are open. Lots are using the border at Mukdahan with Laos. It hasn't been long enough since the covid extensions ended to see if the number of times you can do it is like before covid, at just two before you have serious problems and entry refusals.
