TLDR : Answer Summary
Yes, you can extend your 30-day visa exemption for an additional 30 days at Immigration in Bangkok for a fee of 1,900 THB. However, the ability to extend may depend on your nationality. If you arrive in Chiang Mai, you can apply for the extension when you have 45 days or less left on your current stamp.

SO that means at least in theory you could enter on a 30 day visa exempt entry stamp and go straight from the airport to the immigration office to get your 30 day extension
these countries don't get a 30 day visa exemption: Bhutan
Bulgaria
China
Cyprus
Ethiopia
Fiji
Georgia
India
Kazakhstan
Malta
Mexico
Nauru
Papua New Guinea
Romania
Saudi Arabia
Taiwan
Uzbekistan
Vanuatu . . . . . they will all only receive a 15-day Visa-on-arrival. And five countries don't need a visa and will receive 90 days stay permits, which are: Argentina Brazil Chile South Korea Peru
