TLDR : Answer Summary
When arriving in Thailand on a 30-day visa exemption, you cannot request a 30-day extension at the airport. Extensions must be applied for at local immigration offices where your lodging has filed a TM30 report. Most immigration offices allow applications when there are 30 days or less remaining, but some locations like Jomtien and Koh Samui restrict applications to the last week of your stay.

If in Pattaya, you can not apply for extension, at Jomtien, until 7 days before current entry runs out.
