Update advice sought: I understand the COVID visa extension is about to finish. I am a UK passport/Hong Kong PR who expects to be in Thailand for about six-weeks from September, arriving from Hong Kong. Normally, I get an automatic 30-day tourist visa stamp on arrival. Once the COVID-visa extension programme finishes, will I be able to get an extension to a normal 30-day tourist visa? Do I just visit an immigration office and pay the 1,900 baht (?) fee? Many thanks in advance for guidance.

I believe you're confusing a couple different things
as a UK passport holder (the PR Hong Kong thing isn't relevant at all) if you show up here without having bought a visa from a thai consulate before hand you will get in FREE for 30 days on what's called a visa exempt entry (NOT any visa, not a tourist visa, just a free entry stamp)
AND
you can extend that entry stamp by 30 days at the immigration office where you stay for 1900baht.
The 60 day covid extension program (which started back on Nov 1 2020) is set to expire on Aug 24th but it has nothing to do with you entering thailand visa exempt in Sept or getting the regular 30 day extension you're allowed to get at the immigration office.
