TLDR : Answer Summary
The user inquires about entering Thailand via the Phuket Sandbox while waiting for a multiple entry tourist visa approval. Commenters clarify that as a French passport holder, the user can enter Thailand using the 30-day visa exemption rather than a visa on arrival, which applies to different nationalities.

Yes, but it isn't visa on arrival, it's actually 30 day visa exempt entry, for French nationals. Visa on arrival is a different program granting 15 day entry for some other nationalities. They aren't the same thing.

You can always arrive on visa exemption as a French passport holder.
