Can I complete my 90-day report and apply for a Resident Certificate in Bangkok simultaneously?

Can I do the 90 day report and get a Resident Certificate while I’m there? (Bangkok)

I want to buy a car and pretty sure I need Res Cert to change it into my name.

Not sure of the processing time for a COR in Bangkok, but you can certainly apply for it.

In Bangkok you can apply for the RC and pay 200 baht. They post it to the address on your TM30 in around 7 days
