Can I change my Non O-A extension to a Non-O retirement visa while in Thailand?

Maybe it’s been asked before , but is it possible to change IN country from a Non O-A extension to a Non -O based on retirement ? All financial requirements are fulfilled

No you have to leave and start over which means they’ll want the 800k in your bank account

No, you cannot. You have to leave Thailand without a re-entry permit and start the process all over from scratch again. Either getting an initial Non-O visa at the embassy outside Thailand or entering Thailand on tourist status to apply for an initial Non-O at the local immigration office.
