Question: can I apply in advance for Non Immigrant O-A visa ? I mean get all rhe paperwork done, get the visa and wait until restrictions are lifted? ( I can get a plane ticket with option to postpone). I asked info at Thai embassy here, but they only say look at website and give link for COE...But I don't want to go through all that, I will wait for better times 🙄 The info at their website (requirements for O-A visa) has not changed since last year and am wondering if that can be?

TLDR : Answer Summary
The possibility of applying for a Non-Immigrant O-A visa in advance to wait out travel restrictions is complicated by current embassy policies that typically require a Certificate of Entry (COE) before issuing visas. While some users advise waiting for more favorable travel conditions, the consensus is that without the COE, the embassy will not process the visa application. Different personal experiences point out that reapplying for the visa once conditions improve may be a more viable option.

Can anyone tell me, how I can get a criminal record? I am Swiss, stuck in Switzerland, but are living in Thailand for 2 years. We are not residents in Switzerlands anymore and I can not get the record here.

It's best to wait until next year to travel

Besides the border rules will change

Let's be patient and wait

Predicting what requirements will be in place a month or even a week out??????? NO<<<<<.>>>>>> Immigration will respond quickly to any change in the Number of infected in the Kingdom. To eliminate the danger to Their citizenry, and rightly so. One spreader event, 6 or 10 infected tonite??? could mean lockdown by midnite tomorrow. Distancing and mask requirements back in place. The smartest people I know are sayin forget 2020. March 2021 Would be the first good bet possibly without the 14 day quarentine etc...

That's up to the embassy, but as a general rule they're not issuing visas without the COE. besides, why would you want to a 1 year visa that will only be good for 6 months?

ok, thought already something like that (that COE is required). You are right about that visa, it would only be good for a few months, but if things change I would be ready to go at once. But I don't expect things changing soon 🙄

visa first then COE as you have to upload a copy of the visa to apply
