I am American, applied for O-A retirement visa through LA consulate. Received notice that I had been ok'ed for visa. Sent in my passport to receive the visa stamp and COE. At LA consulate, required to have booked flight and ASQ to get the visa. Unfortunately, my flight is tomorrow (Friday, Dec 11) and I do not have my visa back and have received no response to queries about when I will get it back.
Now I think best to cancel and rebook flight and ASQ but this will also require a new COE. (or any COE as technically no COE has been issued at this point).
Does anyone have experience or insight into the issuing of a new COE based on change of flight and ASQ?

You can't get your COE until you have your visa, they sent your passport back with your stamp then you fill out on the online forms again you're visa info and your airline, & ASQ info then it takes between 24-48 hours for then to email your COE..

Yes. You have to update the shared link you should've gotten in an email from the embassy to your previous COE application. You do not create a new one.

I am going through LA consulate. They have never mentioned this website. I received notification that my O-A visa application had been approved and to send passport to LA consulate which I did. I have not heard anything more from them. The problem is I fly Friday night. I will need to rebook the flight and ASQ. The LA consulate requires the paid for flight and ASQ to process the visa.
I see, I didn't realize they have their own now. I don't think they did and everyone had to go through the DC one when I applied. Unfortunately I believe consulates are closed today and tomorrow, as others have mentioned. At least today, not sure about tomorrow.
I know your pain. I had to reschedule everything after my covid test was lost. It required rebooking a rental car, flight, ASQ, covid test, fit to fly, and getting a new COE.
