TLDR : Answer Summary
To apply for a TR visa from the Thai Embassy in Brussels, you must first make an appointment with the embassy to submit all required documents in person. Once your visa is approved, you can then apply for the Certificate of Entry (COE) online, which will allow you to book your flight, hotel, and travel insurance.

Hi Raf

I got my visa recently from the Brussels embassy but you have to get first an appointment to visit them in person with all your documents … when you receive your visa then only you can apply for a coe online and book your flight , hotel and travel insurance.

Raf Wullus you get 3 months time to enter f.e. For the 60 day tourist visa - so the visa is valid 90 days BUT the 60 days only start when you enter Thailand in person, not before. So 90 days validity to travel to Thailand start when you receive the visa in your passport

you will need to submit online your visa granted to obtain your coe .. this is in part 1 of your request for coe, together with travelinsurance

Your visa starts from the moment you arrive in Thailand but it is also mentioned on your coe.
