TLDR : Answer Summary
It is possible to apply for a Non-O visa while on a 60-day visa in Thailand, but you need to have approximately 15-21 days remaining on your valid visa stamp. If you do not have enough days left, you may apply for a 30-day extension at immigration before proceeding with the change of visa type.

Assuming you have an entry stamp that allows such a conversion

If you don't have the required numbers of days remaining and you are indeed still on your Visa (or Visa Exempt) 60 day entry stamp you can get a 30 day extension at Immigration.

Graham, he wants to apply for the "change of visa type" from a visa exempt entry to a 90-days Non Imm O visa. A "30-days tourist extension" is not the correct approach .. . google "change of visa type Thai immigration" and you will find the answer

did you read his post? He said you can use the extension if you don't have enough time. You cannot convert to a non-O visa unless you have 14-21 days left on your stamp, depending on the immigration office. If you don't have enough days left then you get the extension then you apply to convert visas.

thanks..I kind of confused due to the new eta comes December and the 180days allowed compared to previous years when we can easily just do border runs and walk in to extend the visa exempt..

Both of these things are not true. There is no ETA coming, it's on indefinite hold. Also there is no 180 days rule, never has been.

Yes. Depending on the office you use you’ll need 15-21 days left on a valid stamp to apply.
