TLDR : Answer Summary
You can apply for an extension of your non-OA or non-O visa when you have 30 days or less remaining on your current stamp. This applies to most immigration offices in Thailand.
NON-O RETIREMENT VISA RESOURCES / SERVICES
Go to the Retirement Visa Section for information on requirements, including age restrictions, financial requirements, and necessary documentation.
For immediate assistance, contact Thai Visa Centre directly via LINE at @ThaiVisaCentre or Email them.

you can apply for a new extension when you have 30 days or less left on your current stamp.. OR if you are using amnesty right now (for what ever reason) you can apply for a new extension before that runs out.
